Premium content block?

I'm posting this in need of support as I am becoming desperate. I recently bought an Xbox One and got the Mass Effect Trilogy to play on it. Now, I logged onto an account that I've had for a few years, and it was a child account, but I'm now 18 and it's
changed to an adult account. So along with the Mass Effect 2 game came a code for the Cerberus Network. I redeemed it, but it downloaded absolutely nothing. So I went to the extra content tab in-game to download the DLC there, but all I get when I try to purchase
any DLC there is a popup that says that premium content is blocked for my account. I have tried everything to fix it. I've gone to my Xbox One settings to allow everything, I've gone to my Microsoft account to change it, I've added a new adult account to my
family to change it, and all have done nothing. Normally I would suck it up and pay for the DLC that came included, but the Xbox One store says they aren't available. And I tried buying the Cerberus Network DLC itself off of the Xbox One store, but it said
I couldn't buy it, even though it was available. Can somebody please help me out, this is frustrating.

My son would like to buy a game which appears to be appropriate. It won't allow him because of "premium content" restrictions on his account. How can I turn them/it off for this game?? Very frustrating.

Child accounts are not able to make online purchases. You can purchase the game through the parent account and gameshare through the xbox home setting

If I remember the Cerberus Network was shut down a long time ago.

As it's a xbox 360 game you would need a credit/debit card linked to your account to purchase the dlc unless you are actually downloading it from a xbox 360 console.

This is a retarded error, if you are allowed by the parent you should be able to download these fricking packs regardless of the age of the email you used. I'm trying to use the 400MS points I just got for my account and now I cant use the damn things cause
of this bloody horrible security setting. My account is actually the parent account and I set up a second account with my sister's email which apparently reads as under 18 years old so now I wasted my time and money to buy a damn DLC that I can't even use.
Thanks heaps. Did I mention that the account with my sisters email is the account my grandfather uses to play? >.> (this account) so I seriously doubt that he is under 18. Stupid.

Hey keykiller154! First, you may want to run through the "Xbox LIVE online safety and privacy" to make sure those settings are permitting purchases
and adult content? Doesn't hurt to double-check! Can you also tell us what game you're trying to purchase? Have you had issues with multiple games, or only one specific title?
