Pre-ordered and Pre-loaded a few weeks ago, now I have to download it again.

The answer here is quite simple. The PSN is a pre-order, not a pre-load. On PSN you can only pre-load days before the game is released. On XB1 you can only pre-load/pre-order when there is a game to actually download. Meaning the game has gone "Gold." The
reason we can't pre-download right now is that the game is still not finished. Not ready to be put on discs and not ready to be put up on servers for pre-download. As soon as it is, the pre-load will be available.

Personally I prefer this to PSN's pre-order because at least you know the game is ready when you do it on XB1 but you could shell out that cash for the PSN version and the game and the game might miss it's release date and you have cash in limbo for no reason.
Pre-orders are stupid. XB1's pre-order/pre-loads are a breath of fresh air in an otherwise greedy game economy.

"Pre-order this game now from Gamestop, even though the game has no release date and won't be seen on shelves for over a year." . . . ridiculous.

By pre ordering it through Xbox Live you wont need the disk. Also don't worry about the download. It'll start downloading now so you have a few weeks for it to be downloaded.

At least at Gamestop, you can put down just $5 (USD) just to secure the pre-order bonus(es). Even if you decide not to actually get the game, say a few days after its release, you can take your receipt (regardless of it's $5 or
the full amount) back to GS and get all your money/credit back in full.

Minus well pre-order now as the pre-order bonuses you get (in 4 stages) depend on when you pre-order. I pre-ordered a week ago and got the Nuketown 2025 (2nd stage bonus) map but missed the first stage bonus, the poster. Since
I have the pre-order set in now, I'm guaranteed the 3rd (announced/opened in about 6-7 weeks) and 4th stage (about 3 months from now) bonuses.

I'm having similar issue. An update came out for Halo Wars 2. I tried to download it. After 2 attempts, the original install from months ago (I purchased pre-order when it came out), deleted itself and I had to install the full game again, about 43 GB. For
over 2 weeks now I have tried to download Halo Wars 2 again to no avail. Other games download perfectly, but Halo Wars 2 will not download - keep getting down load error code.
