As far as using a VPN, unless you have one for your router, the console can't hide. There is no VPN app for the console. Also for QoS issues you will need to also make router changes. The suggestion to work with your ISP is very valid. I just hope yours
provides better support than mine.

Hi it best to tell your Internet Provider. Ask them to reboot you cable modem, router to check it system. request a new dynamic ip address or if you on a biz program request a new static IP address.

You will need to report and block the player, the Xbox Enforcement team will handle that from the Xbox side. You can let your ISP know about this and they can help as well. You can also restart your router to obtain a new ip to avoid this.
