Powerbrick making a low wailing sound when off.

The power supply for the Xbox One has a fan in it and this may be what you are hearing, can you please check to make sure that the power supply has sufficient ventilation
to allow it to operate correctly.

After this if the power supply is excessively noisy then your can arrange to send it for service or purchase a replacement for from Microsoft using this link.

a clicking sound is it from the drive?

Did you check the light on the power brick what collor has it when the console goes off?

Is the xbox hot?make sure he get's lot's of fresh air also make sure the powerbrick has lots off coo, air.

the dvd drive can die also if the clicking sound is from the drive then you need a repair check if you still have warranty

That does sound like a ventalation issues, just make sure that there isn't anything covering the vents of the console itself,
or the powerbrick, I'd suggest leaving it off for a day or so and then come back to it.

Have you noticed any abnormal noises coming from the console?

Actually if you put your ear real close to your console you can hear your console making really low ticking sound, I'm assuming the console isn't truly "off" when powered off... No I'm not making some dumb conspiracy post, just an observation I made after
I was trying to figure out where the fan sound was coming from

when I shutted off the xbox and then unplug the power the light on brick did go red and i do remember 2 other instances where the powerlight on powerbrick has been red
