I can confirm after hours of trying to get online in battlefield 4 after doing this suggestion (pressing both rear left & right triggers + Y to refresh dashboard) I am now online and currently playing on a battlefield 4 online match! Might work for others,

Thanks so much for your help Vibroplex, I really appreciate everything so far. I guess its something how my ISP handles Xbox because I normally don't have packet loss issues in pingtests or in cmd ping
