    When playing Forza horizon 4 when you are doing skills the skill bar isn't showing up at all.

    Did you get the refunded skills points? Because of the error with the cars being reseted theirs perk trees they started refund players in their lost perks. Look to your currently perk points and see if they are above 999, if yes, first you need to spend
    them or the bar will not appear.

    you could also try posting at the
    Forza support forum     to see if it is a known bug or not

    check your game options just to confirm that it hasn't been switched off by accident
