Please HELP I cant send messages.

I've had this account for 4 months since December and I have yet to be able to send messages all. It just says message didn't send or on the account.xbox.com messages it says Because of your past behavior, you can't send messages. The only things that work
is the xbox one smartglass on the pc not even the xbox app itself. I'm not banned I went on the reputation thing and nothing is wrong and I'm 99.9% positive my settings are good and are not causing it. Please help, it is so infuriating I have contacted the
support on calls and chat and still have yet to fix the issue.

please help i cant send messages on my account iv checked and seen that i had to check if i was banned or bloked but i wasnt my account was clean and iv run out of options ?????
