playing the same game from game pass on two consoles

If he is home-sharing with you in the console you are gaming on, you can definitely home-share in another console using your account. Please note that if you home-share in another console the feature will be removed from your brother in law's console. If
you are home-sharing with him as well, you won't be able to home share with your wife's console because you can only home share one console at a time with five switches a year. So you can either home share with your brother in law's console or your wife's
console.

wife will be gaming is home shared by the account that has the license of the game. When you are home sharing with someone, you are sharing your games (not the add-ons) and subscription; Therefore, the person gaming on the home console feature will be able
to use your subscriptions and play your games as long as they are installed in the console. Here is the official link to everything you need to know about home sharing in case you were curious about other aspects of the feature. You can follow the instructions
in the link below to home share the console your wife will be gaming on using your account in case the game is on your account. Make sure you sign in with your account (in case the game license belongs to your account) and then follow the instructions on the
link and once the console is home shared you can sign out from your account in order for your wife to sign in with her account and benefit from the games and subscriptions.

Whoever owns Gears 5, log in with the account that purchased it on the other accounts console, and make it the home Xbox, then both can play the digital version of the game.

Im sorry, but you can't play with two controllers on the same xbox.
