Play anywhere wont show on pc

Have forza horizon 3 digital purchase on xbox. The purchase doest appear on my windows 10 xbox app. The app is signed into the same account as my xbox. My personal windows desktop login is different. i am feeling this si why the game is not showing up. Is
it true your windows account must be the same as the xbox app and your xbox live account? is there a way to bind these together?

sadly its not a play anywhere title so the pass has to be for the platform the game is on so if you got it for the pc you need the pc version it wont cross over.

Games on Xbox 360 are currently not accessible on a Windows 10 platform due to its system requirements.

Instead, we have Xbox Play Anywhere - a digital entitlement that lets you play on both Xbox One and Windows 10 PC at no additional cost. To take advantage of Xbox Play Anywhere, you will need to install the Windows 10 Anniversary Edition update on your PC,
