Play Anywhere problems regarding "updates" and UWP

NOTE: This is about Xbox on Windows 10, not Xbox One.

I'm having issues with "some" of the Play Anywhere titles available on Windows 10 via the Microsoft Store app.

1. There ABSOLUTELY needs to be a "verify" option on the games we download.

why? because if there is corrupted files a verify option can repair those files and resolve most errors you may have with the game.

2. For some reason Gears of War on W10 UWP had an issue where the game would RE-DOWNLOAD the ENTIRE game when you try to update it...Obviously this caused severe issues for those with data caps or mediocre download speeds, a problem like this is ABSOLUTELY unacceptable
for not only a financial behemoth like MS, but the very creators of the OS and UWP format(that they are forcing on developers). This issue was supposedly fixed with this particular game via an OS update.

3. The community has run into this re-download of the entire game on update issue on the following games:

Injustice 2(still bugged)

Forza Horizons 3(now fixed)

Forza 7(still bugged)

Ark(still bugged)

Gears of War(now fixed)

and more...

All of the above are UWP format games. Funny thing is, I own Ark on Steam as well, and guess what? NEVER HAD THIS ISSUE.

The UWP format needs to be re-examined by MS, because this isn't helping PC gaming, the way MS is handling Xbox on Windows 10 isn't helping, this is Games for Windows Live all over again, and it's completely unacceptable. For those that would argue "well
the UWP prevents cheaters and hackers from ruining gameplay" guess what? Ark has plenty of cheaters that are teleporting, spawning in items/dinos/weapons/gear at will, no-clip(walk through walls), and likely a wallhack as they seem to pinpoint your location
with ease.

There is either a lack of continuity in how developers are publishing the files for us to download.

Something wrong with UWP format(a format PC game developers did not want and did not need).

OR the staff involved with Xbox on Windows 10 is lacking in leadership, lacking in quality control, or have a severe case of apathy in regards to Phil Spencer's vision.

This isn't up for debate, these are problems(over a year and counting) with no solution other than to let this broken system deplete my data cap from my ISP.

I'm sick and tired of defending MS and Xbox, the writing is on the wall, MS/XB doesn't give Xbox on Windows 10 the same attention and level of quality control that they give Xbox, the store(PC APP) and it's neglect is also evidence of this.

If you can't provide the same quality experience to the consumers in a meaningful and intelligent way like Steam, then you need to go back to the drawing board, fire the derelicts that are turning a blind eye to these problems, and behave as though you actually
care about Xbox on Windows 10 and your customers.

UWP apps confusion

So I am a little new to UWP apps....

I had netflix on my xbox. I do not have it on my windows 10 computer. Did the netflix app on the xbox automatically download the uwp version? Or do I have to install netflix on my windows 10 pc before itll send the uwp version to my xbox?

How do I know it is the uwp version? Also, when browsing the store im assuming there wont be a uwp netflix and a windows 10 netflix? so it wont be labeled uwp netflix or uwp yahoo mail etc.?

Wanted to add that, my OS is completely up to date(always is). Drivers always up to date.

Have done ALL troubleshooting methods I could find, even repairing the OS(no problems found integrity 100%).
