Play anywhere games not working offline

None of my "play anywhere" games will even launch without an internet connection. I click on the game and it instantly goes back to the desktop. No error message. I have offline mode enabled and have tried everything. I've talked to support several times
and I get nowhere. Anybody have any ideas. I bought a gaming laptop just for the play anywhere feature. I'm going on a long trip where there will not be an internet connection and want to be able to play. Thanks for any help

I need help, I purchased Halo Wars 2 on my xbox app, downloaded it on my console. But it won't let me download it on my computer, when I go to it in the store it doesn't saw that I own it already. help!

You're signing in to the wrong profile. search for the content in your accounts using commerce.microsoft, and sign in in the ms store, xbox app in windows 10 using that same account.
