A bit of a random suggestion, but I had a guest network running with a bandwidth limiting QOS setting on my router. This was causing sporadic ping times for me. (not as much as 3000).

I turned my guest network off and changed some QOS settings to a gaming based setting and it made a significant difference for me.

It's probably not your issue though. But just chucking it out there :).

But yeah if you're using WiFi you want to check for any interference. I have a wireless headset base station that acts like a wifi jammer when it loses connection to the headset.

I've also had problems with crappy chinese adapters (HDMI to VGA) that causes wifi issues on my pc.

It could literally be anything.. first you want to do what others have suggested and plug into ethernet. even it is just to define where the problem is before you investigate further on wifi issues. (wifi shouldn't add any more than 2ms ping under normal
    operation).

If ethernet doesn't fix it then you're stuffed. I can't imagine any customer support rep from your ISP being any use. Not the ones I've spoken to.

Only other thing I would be doing is resetting your router to factory defaults if you've tinkered with it's settings. Or disabling any VPNs you may have setup.. coz that will stuff your ping up.

I would suggest unplugging your router/modem, give it a few minutes, then plug it back in.

Using a wireless connection sometimes requires you to be mindful of the placement of your devices. If there's a lot of stuff between your router and device the connection will be weaker.

I hope this helps, and good luck.

Literally every game! Very few games have local servers but they're almost always empty.

This sounds like an ISP issue. Whilst Xbox can sometimes throttle data depending on modem settings, high ping is an internet problem.
