PHILIPS 32pfk5300/12 doesnt automaticly go on when i turn xbox on

If you don't have Kinect, you'll need an IR Blaster (otherwise considered as an IR Emitter, IR Extension, etc...).

The only way for the Xbox to communicate with your TV is the same way your remote does: IR.

I use this IR blaster to turn on my TV with my Xbox One. You may or may not have a Fry's Electronics in your area, but hopefully this gives you a good idea of what to look for the next time you
visit an electronics shop.

To my knowledge, you also need the Kinect sensor bar to get this to work. Here is a guide of how to set it up:

I can confrim that you do NOT need a kinect or any specail device too do this with. You only need a kinect or voice assiant like alexa if you want too control by voice. Simply having the tv turn on and off when the xbox does doesnt need voice it can be done
with a xbox one controller or even just by pressing the power button on the console.

If your xbox isnt turning on the tv then there is something off in the settings and you may have the wrong make or model selected for your tv Also make sure you use the HDMI cable that come with the console
