Do you mean the Phase Rummy from Microsoft Store? If so, as soon as you open the game it will show you the "Play Online" and "Play with Friends" option. If you want to play with friends, you can select if you want to Join a game or Create a game so your friends can join you.

Hey how do you follow other players? I do not see that option but I can see when they start to follow me though. Is there a specific location to locate the other users who followed me?

How do you play Phase Rummy online like it says in the game description? You can now follow players and invite them to play private matches with you.
