No one will know for sure what actually was trigger for the Enforcement Action but, from the way you described it... its my not be so much about the images from the profile pictures so much as they are about how you posted them. What you done could have
been considered some sort of spam... and while most people only have vague ideas of how Enforcement Actions occur, changing your profile picture a bunch of times within a small amount of time could be considered a sort of de facto content spam and therefore
be enforceable.

they denied it but they PERMA banned for a pfp not cheats not doing anything else a pfp a bit to much for a pfp of Osama bin ladder not ladden they could of at least banned me from changing my pfp not ban my whole account.

5 seconds it's a curious pick, but this pictures needs to be reviewed, thats what could take longer, because if you already received an enforcement action need special approval

I'm having the same issue my boyfriend can change his pfp in a matter of seconds but for me it's not allowing me to change at all I waited for a while now and no use I don't know whats going on I've changed my pfp so many times and waited for hours on end and got nothing I just wanna change my pfp

On the enforcement site it says im A-OK to change the pfp and talk to people and ive tried changing it on both better and worse wifi. Ive even tried my friend changing it from their phone. Nothing Ive tried has worked so far.
