Been seeing quite a few (and by quite a few I mean a decently large number) of people with personal player pics (like, of them self). Is this apart of some new update, only avail to preview program members orrr is it because these people modded or something?

Theft and use of personal information

An xbox live player (Raiden 8x) stole a picture of my face from my personal facebook profile and set it as their gamer picture for xbox live. I DO NOT want a picture of my facebook on xbox live. This player illegally took a picture

Xbox Live personal gamer picture not displaying correctly

A personal gamer picture is when friends view your profile or when you play a game where you can use your gamer picture you can pick to use your personal picture. Your general gamer picture is what everyone can view and will apear on people's friends lists.

The whole system isn't clearly explained anywhere so i hope this helps

Custom gamerpics are not available on the xbox one so anyone having one is violating the CoC & should be reported via your console.

Yes sir, I did download it from the dashboard and went strait to change gamer picture and personal picture and seen the BF4 pictures there. On my xbox it shows me having the gamer picture i desire, but everyone else sees a different Gamer Picture. Ive tried
switching to the ones that come on the console but it still shows up as this random hockey player.
