Persona 5 Windows having issues with controller input

For some reason, it allows me to use my controller, but all of the inputs are messed up. For example, it detects X as the A button, Left Stick as Start, and so on. I've tried verifying the game files already

Additional information is needed, please answer the following questions to assist you properly:

Is this happening only with Persona 5? Or if you try a different game the issue persist?
Are you using Windows 10 or 11?
Are you using an Xbox controller or what controller are you using to play this game?
Besides verifying the game files, did you tried something else or that's all?
In that way I can advise you different things or how to proceed

All time favorite for me is the Persona series. Persona 5 primarily.

I'm pretty tech savvy but this one has me stumped. As soon as I try and download anything from the XBox app it just says error immeidately. I've ran CHKDSK and SFC and a malware anti root kit and I've ran ADWCLeaner with the reset tags for Winsock, Windows installer, delete prefetch files, tracing keys, reset firewall and delete IFEO. It's even a fresh install of Windows and I still have the same issue

Persona 5 is on game pass though

all lead arrows are pointing to a persona 5 on the xbox with catherine and persona 4 the arena both multiplatform
