People who say ips

As long as you reported them, the enforcement team will investigate and take the appropriate action.

This person is probably a lier trying to get his own way, you probably got him annoyed somehow, not your fault, or he is just saying that for some weird reason, don’t be worried, most people who say that they can find your IP address are probably lying.

Ip can easily be gotten while over xbox live, If they have the correct smarts they can find out: Open ports, city, state, isp, etc.

But with people getting your ip address over the internet the major thing you would have to worry about is being 'DDOS'ed' 90% of the people who will tell you you're ip address cannot do anything with it, but there is a few who can.

then get better protection from ddos, IP addresses will only show which area you are in and this can be wrong sometimes, IP addresses are in the public domain. if people are ddosing you then contact your isp who will change your ip address.

I know that they say they are completely open but...

Here's a question: Is your external IP your own or is it shared by other people? If you have a shared IP, you're still behind a NAT, regardless of what your university will tell you.

Is there someone like a neighbor who you can check with to see if they are getting different IPs?

I would do this:

• Go to Google.com
• Search for "What is my IP"
• Compare your results to a neighbors. If it's the same, you're behind the University's NAT, and will be subject to whatever network policies they have in place.
