[PC] [Xbox Beta] The Outer Worlds Failed Installation (Error 0x800700e7)

Hi - I disabled my antivirus and all firewalls and am still getting the error code. No luck on that approach.

Well, this ticket can be closed. Support is taking actual hours to get back to me, and I've had trouble with too many games on Game Pass that just don't launch and have had no help from support in the past anyways. Just going to cancel my game pass and
buy the game elsewhere.

I had the same issue, except error code 0x80073cfc. I called Microsoft support. After a 2 hour wait for a call back eventually they put me on hold and hung up on me. They basically only asked one question, making sure I was really installing the PC version.
And yes, I'm on 1909 so it's not that.

Step 1: Disable installed Antivirus program temporary

Sometime antivirus/adware programs mark in Microsoft windows installer files as spam and its block many registry files. Please temporarily disable these programs and once the error solve you can activate it again.

Step 2: Check Windows Firewall

Open search box and type "Firewall.cpl"

Click on windows firewall

Click on Turn windows firewall On or Off

In private network setting, select Turn off windows firewall (not recommended)

Do the same for public network setting and press ok.

After resolved the issue you must turn on the windows firewall.

In most of cases this windows error code 0x800700E7 resolved by following above steps
