PC Xbox App has low download speeds

I formatted my hard drives and I am trying to download games that I had before but I am only getting 15 mb/s and is using 150 mb/s in task manager. but when I download a game form anywhere else like steam I get 60 mb/s and in task manager it is using 600 mb/s why can't I get 60 mb/s on Xbox App?

I installed all of the updates and still getting 15-20 mb/s

Check it your Windows version is upto date. If it isn't, update it and download any additional update as well, including security updates, drivers update etc.

I have done all of that but I can't make the sliders go to 100% on any of them l can't even move them from the %%% they are at. I have enable Delivery Windows

Open ports
If you have a firewall or network hardware, such as a router, you might need to make a configuration change in order for your Xbox app to communicate with Xbox Live. This configuration change is sometimes called "opening ports" or "port forwarding." Xbox Live requires the following ports to be open on your router:

Port 88 (UDP)

Port 3074 (UDP and TCP)

Port 53 (UDP and TCP)

Port 80 (TCP)

Port 500 (UDP)

Port 3544 (UDP)

Port 4500 (UDP)
