PC User Seeking Technical Clarification: Forza Horizon 4 "Hang Type: Activation" error

Hello, I recently purchased the Ultimate Edition Bundle of Forza Horizon 3 & 4.

While FH3 and all DLC play flawlessly, I was able to start FH4 a week ago fine, but since Aug. 18, 2020 it refuses to launch. The error from the Event Viewer is "Hang Type: Activation."

So, I know my PC is able to play the game as I played it for around under an hour on Aug. 17, 2020. I haven't really upgraded anything (drivers, etc. since then). One time I did "X" out the startup splash screen window before it fully launched, and the
game has since failed to launch past the splash window.

What I wish to find out is whether this is an underlying issue with the game? Or is it with my Microsoft/XBox account?

I do not use Gamepass, as I purchased the apps outright on the store. I do not own an Xbox One.

What does the "Activation" hang-time mean for Microsoft Apps bought on the store? Is there a conflict with the game license?

I've noticed, and posted on the Forza Forums, where user have indicated this issue goes back almost a year. Can anyone clarify what is going on?

I've attempted to get my money back via refund, but was refused as this is a digital product.

To all my fellow gamers in reference to Forza 4 Horizon PC Ultimate who receive the Hang Type Activation, I think I may have solved the problem.
After doing a clean windows 10 pro build 2004 install, I loaded all updates, then installed the geforce experience for my geforce 2080ti. Once I did a full of Forza Ultimate from the xboxlive application, it clearly did as it did before, just crashed at
Hang Type Activation.
However, I noticed a problem with my scale and layout settings were set to the recommended 150%, as shown below:

So, I decided to scale down to 125% and executed Forza for the hell of it, guess what, that did it for me. The game did not crash after this. Fully surprised with the results, I decided to go back to the recommended 150%, executed the game, crashed at
hang type activation. Once I went back to 125%, the game executed with perfection.
Please give this as try and let me know the results.

I have 100% same problem. Microsoft says this is a known issue but no fix. Community spent 1000s of hours judging by forums . Looks like mstf just wants your 💰.
