If pre ordering a console falls under the same category as pre ordering games, then you should be able to use your Microsoft account balance for preorder.

In the terms and conditions for Microsoft gift cards, something a pre-existing account balance would theoretically fall under, there's no restriction on the use of account fund to pre-order/purchase anything of that nature with you account balance like a
console. The only circumstance for using your account balance is most like if its on the store you can use your account balance unless otherwise stated. Since the new console isn't even up for pre-order yet, we don't know and only time will tell. As a test
you could see if you even (which you should) can purchase a physical object on the Microsoft store, like a shirt or a controller, with your account balance... just don't complete the order. If your account balance comes up as a way to pay then I'd say you're
golden.

Like I said though. You'll have to wait until more official announcements about the console and its pre-orders go live before anything is set in stone because some restrictions to purchases may arise in the future.
