PC on Game Pass not allowing me to download games due to "restrictions set on account"?

First, if there is an organizer on your family group they need to manage your content restriction via https://account.microsoft.com/family. If there is no organizer and you're an adult, kindly restart the Xbox App by following the steps below:

Windows Settings > Apps & Features > Apps > Search for "Xbox" app > Advanced Options > Reset.

After that sign back in then test.

Hey I followed the steps below and everything is set to allow. The Widows store and the Game Pass App on my phone are not applying this age restriction only the Game pass on PC is.

I am confused as to whether or not the PC game pass has any of these restrictions set on it as it is acquired through the Xbox catalog.

In other words, are the game licenses the exact same as Steam game licenses, or are they just Xbox game licenses that are ported to the PC pass?
