PBR9002 (939F7A3A-795F-31A0-B00D-A0E6E9654919) The time was 2014/03/29 - 15:46:29 UTC is the error code I keep getting. I get this error when I try to buy a game(Thief and Tomb Raider are now in sale so I really want this fixed asap) using PayPal. It used
to work just fine. My Microsoft account is registered on an American adress and I use the American marketplace on Xbox One. I looked everywhere and no results.

I know the sale is gone but the code is relates to a possible risk block on your account. Now as you stated your settings are for US but you are not from the US which means you are using a fake US address ( unless you have some one there and using theirs)
which can trigger the Risk block also as you are not from US even with real US address can trigger the risk block. So keep in mind that you only suppose to use the same region as you are living but the fact the country you are from (according to your bio NL)
is not a XB1 launch country you cannot set it to your actual location. If the risk block will remain on your account you have to wait till September when it gets released there too so you can use real details and region setup.
