PBR9002

my account is seems to be locked and I have PBR9002 error when purchasing

I already try to resolve this issue with support engineers and even do the escalation to the 2nd level support.

2nd level support engineer explain problem as :

"The reason why a block is found on the account is due to the different region on the account."

My xbox is for Russia region and currently I'm in Belarus. According to the http://forums.xbox.com/ru-ru/f/222/t/182178.aspx #6[it's in russian] I can work with Russia region from Belarus.

But after couple of successful purchases system blocked my account.

Now I'm looking for step-by-step instruction what should I do next to unlock my account and spend some money in xbox store

First, is this 360 or One?

FOR 360:

Please sign in your account on xbox.com> click My account (on the upper right corner of the page)> see under Other the option Change my region> select Russia

FOR XBOX ONE:

Do the same steps above on the said website then go back to the console, sign in the account> go to settings> system>language and locale> select Russia

Then go back to settings>payment and billing>edit/ change billing info> update information required> restart console> purchase item you prefer

 

Finally after couple of offline conversations via chat and emails I reached the Russian call center.

The answer was your payment methods were blocked and we will not unblock them.

They said that I'm using my Xbox from incorrect region so Xbox store will not work and they will block my purchases again and again.

I asked could we correct my account and attach it to correct region.

No way was the answer.

It's no legal way to do online purchase from Ukraine or Belarus they said.

I had shown them my previous purchases and they told me that this was mistake and their blocking system isn't working good enough.

They got money from me and this was mistake. It's something new for me from how business should work.

They said that the only way to buy new content for me is to buy disk.

I didn't bought any disk last 10 years. Why should I use disks in 2015?

Online xbox store is part of the Xbox One product.

I'm very disappointment.

I bought very expensive toy. I had very difficult decision choosing between Xbox One and PS4.

This choice was be way easy if I had information that Microsoft will block me for trying to buy something.

Could somebody advise me what to do next?

Did you get a chance to read over SayoMimi's post?

She included some steps you could try and follow to resolve part of the issue.

However - if the block is permanent, you will need to contact Xbox Support in the Billing department, as WPAK said previously.

Unfortunately there's nothing we can do on the forums for you.

 

Yes I did what SayoMimi proposed but without any success.

People in call center reject to escalate the problem because my case isn't unique and they did that several times and answer was all time the same. Everything works as it should work. No issues

 

In this instance, the most you could do is ask Support for the address for the HQ in your residency.

This will then allow you to send a letter of complaint to them and they will get back to you usually within 28 days.

 

I found a solution. Basically It's more like workaround.

You can buy some gift card on
http://www.microsoftstore.com/ using same payment methods that won't work for direct purchase from your xbox. You just need to do more clicks and wait couple of hours until they complete transaction and send you gift card id. After that you will have same
money as you paid for gift cards available for direct purchasing from xbox.

Anyway It still a little bit stupid but better than buy games on disks.
