PBR9002 Error, and Country region.

I suddenly got the PBR9002 error, "Payment Risk Block" or whatever the exact description is.

I then did some searching, and a lot of the posts seem to indicate that it may be some issue with region.

After some back and forth and plenty of digging, I can clearly state:

xbox.com knows I am in South Africa.

However, I bought a Office 365 subscription today, (I also bought some XBox games.) and in digging every now and again, it would show me United States if I try to add another payment option. Which puzzled me.

Eventually I found Sign in to your Microsoft account, which shows both a US - Personal Account and a ZA - Personal Account.

I have never made any representation indication that I reside in the US.

I do not really care how this came about, but I would like to know how I can resolve this, as it's annoying being locked out from the Xbox site.

I have stopped my xbox-live-gold renewal, and my office renewal, in an effort to resolve this, but now I cannot even re-activate those.

Please advise how I can get this sorted?

Cannot Purchase Games from Game Store

It would seem that according to the link I'm posting below that the code you listed means your account has been blocked by Xbox due to either fraudulent activity detected or your tag is set for a different region (country) than you live in.

If you have your tag set to a different country then change the region to the same one that you live in or contact phone support for your regions to get this resolved.

The "PBR9002" problem ...

All the physical disks are region free for xbox one . but anything digital is 100% region locked . if you try to buy anything from your own account with your own money , you have to make the buy from the same country that your account region is or the PBR9002
BS will appear . and its so region locked that some cant even buy the game in their own country or region . Im so *** off about this . I can have battlefieild 4 on disk but cant get it any DLC or any digital content because I don't live in the US . fix this ****

One more thing I need to make clear:

Of all the purchases, each transaction was always in Rands. (ZA Currency.)

I also see something very odd on my "Recent Purchases" page, where the summary tells me that the Office 365 was on a Prepaid card at R0, and then there was a Credit to Microsoft account from my credit card, and the purchase of Tomb Raider from the Microsoft
account. Which does not make sense, as all the purchases were via the credit card.

Looking at the details/all page, shows no such activity, and shows all transactions as being from the credit card.

It therefore appears to me as if the billing site got confused somewhere along the route...
