PBR9002 and the inability of chat support to help

Initially when I purchased my xbox one, I did not feel that I would be making a lot of online purchases. I normally prefer to have a hard copy of games I want. I did not think about DLC or add on content for games. I have been playing Madden 16 a lot lately
and decided to make purchases for content within the game. Starting off wasn't bad, but as I continued to make purchases I would randomly get PBR9002 errors and could not make any purchases at all. I added my paypal account to see if my credit card was the
issue, same error. I contacted chat support due to my work hours being mostly at night and I tend to play after work. The chat support were completely useless and kept suggesting that I hit my purchase limit on my card (mind you I had already contacted my
bank and this was not an issue, they were not blocking any of my purchases). I did manage to contact the phone support and they found an outstanding balance on my account. I authorized they payment and the account was freed of any purchase blocks due to suspected
fraud. Tonight, the error reared it's ugly head again and once again I contacted chat support. Without skipping a beat they suggested I hit my purchase limit and would not assist any further. Now I am forced to stay up way later than I wanted to just so I
can talk with the phone support team and get this issue fixed.

What I did notice is that this issue has been ongoing since the One was released and has yet to be addressed (most of the forum posts on this issue date back that far). Why is this still an issue? Why does Microsoft insist on being a "nanny" to my financial
status when I have already stated to support that I do and will make purchases often? This is especially frustrating when games like Madden have time limits on certain purchases and by the time I get this resolved those special offers will have expired.

Got the error, Called Support, Worked for 1 hour, now back PBR9002.
