PayPal issue

I've got just a small problem that im wondering about with my billing. So I have purchased several things on my Xbox one with PayPal in the past with no problems at all. Normally after I made these purchases I took my PayPal off my Xbox. Well now im wanting
to add my PayPal account back on my Xbox One account. But when I put my email and password in and hit next it says this. "You might need to add a credit card. Or, choose a different payment option for this purchase" Thing is im not purchasing anything im just
trying to add my PayPal account. I just want to know if this is a glitch or is it something else? Any help is appreciated!

(Side Note: A service alert is under affect at this time but does not affect billing)

(Side Note: When it gives me the add a credit card screen the "Close" button is at the top right of the screen cutting off half the text like its glitched)

PayPal issue?

I just checked that now that webpage screen shot was several minutes ago.

But this hasn't changed at all for me I've tried to add a paypal method when I first created this post on the 16th.

That's when I first noticed that I could add PayPal because the option came up on the Xbox itself but I was told to add it via the website, so I logged in went to the payment method page and it is how it is in the picture above, and has been like that since
the 16th.

Yep, there is just no button at all offering me to add PayPal.

This is all i get on my screen at that point: [View:http://i53.tinypic.com/110vrt0.png] nothing above or below this part of the webpage either.

 

Update* The service alert has long been over and the problem is still occurring. Also two friends of mine are experiencing the same problem as me.
