    Xbox Live Gold Subscription Issue

    If this hasn't been resolved yet, simply go into the billing, manage payment options, click to edit the card, then save it. This will cause the card to get reverified in order for them to allow it for payment. The reason it was declined was they tried charging you $21 for something, but when it was received multiple times as declined/rejected due to funds, the payment method was locked and declined until it can be reverified.

    If your account has been locked then you may need to take a look at your payment option on the account. Until you resolve the payment option problem you will have problems signing in and redeeming any pre paid codes.

    And it's not the console region you have to change and it's best not to change account region as therr is a limit of 3 months per change and you need a local payment option for that region

    Any time you have a subscription where the payment instrument has been PULLED from it, you cannot stack. It's called a "soft lock" and you'll have to wait for the subscription to end before redeeming your code.

    If you have an outstanding payment due on your account your purchasing/downloading ability has been locked until that is rectified. You can either go to billing.microsoft.com or call support and ask to speak with billing to fix this.
