    Can't even download a demo?

    That's most likely what they're pushing for, unless it's just a bug forcing you to add a payment plan.

    LOCKED - GLITCH/BUG in the system.

    Glitch/Bug on xboxlive.com. It happens when i go to Accounts, then Manage Payment Option. I really need this fixed, thanks!

    That isn't a bug

    The game is still free and it doesn't affect the price but a payment option is required to pay 0dollars on the website

    The only other option is the 360 console which doesn't need a payment option

    If it is asking for a payment method for 360 games that's not a bug that is the requirement of live as long as it doesn't mention a dollar amount your fine

    Only way to do it without a payment method is use a 360 console

    can you double check what country it shows on this page:
    https://live.xbox.com/Account/BillingAccountInformation

    If it still shows the wrong country then your account may still need to be Migrated to the correct countryThe steps to do that have certain limitations and requirements, for more information see this page:
