Party Connection Issues: Xbox One

Before the Nov 12 Update, joining my friends' parties on my connection was never an issue. Now, It is saying "my network settings are blocking party chat", and i have tried 3 networks. One was a Wireless router connection, a Wired router connection, and
even a smart phone hot spot. I tried resetting my xbox, and the router/phone. What else would help?

Have him try power cycling the console by holding the power button on it for 10 seconds until it shuts down.

Xbox One Party Connection Issues

My buddy who lives in the Philippines has been unable to talk to us via his headset in an Xbox One Party since Destiny was released. He had no problems when we used to play Titanfall but it hasn't worked since (with Destiny, Halo-Master Chief Collection,
and now HALO 5). He can join the party and he can sometimes hear us but we can never hear him. As you would imagine it makes it difficult to play.

Does anyone have any suggestions? Thanks!

I have the same issue worked fine before the update now it's not working I've tried all the troubleshooting steps and nothing's worked

So far there has not been any resolve, and Microsoft has not really helped me when I tried contacting them. It's a huge let down especially after purchasing the Xbox One recently with the 12 month live plan. I just came from the PS3 hoping the Xbox One could
bring me back, I feel let down.

I forgot to add that my NAT type has been OPEN and my friend as well has been OPEN.
