Party Chat Sound Chirping HELP PLEASE

Please, please help. I am so beyond frustrated. This is I think my third post over a year's period detailing this problem and nothing is helping. I am reposting to update my solutions tried and because no-one seems to pay attention to older posts despite
them being unsolved.

Detailing of issue:

Whenever I am in party chat, I hear a loud and annoying beeping or chirping sound, aggravated when someone speaks. It is worse the more people join the party. It can become an unbearable screech. On others' side they hear this but not nearly
as bad - the chirp becomes more "robotic" for them. Game chat is better for me, but others hear me badly. I also sometimes am unable to reconnect to game chat after being in party chat.

My efforts:

-I have gone through ALL of the troubleshooting options available MULTIPLE TIMES. Please do not suggest I try these again.

-I have tried two different controllers and multiple headsets, all wired, with no change. This includes official MS chat set and turtle beach recon 70.

-New batteries or plugging directly into the xbox make no change.

-Controllers both read as up to date.

-Soft and hard reset make no change. Power cycling makes no change.

-When using the party chat in the xbox app on my phone party chat works perfectly (same headset, same internet connection).

- It went for a service a month ago with no change.

My internet connection:

My nat is set to open, and my connections are as follows (I am technically useless, and have no idea if this is sufficient):

-Download speed of 24 mbps,

-upload of 4,5 mbps,

-latency of 24 ms,

-0% packet loss

-MTU of 1480

Help me, Obi-Wan.
