Party chat on one console?

A bit odd, but I want to see if it is possible to have two players on the same console, each with their own account, to be on a party chat. I am curious for two reasons, one is that if I can get both myself and my friend's voices to come over the tv, I
can record them on my elgato (instead of having to get a microphone on a stand). Plus, the ability would be useful if I wanted to host a chat with both of us and others online. It is better to use the mics than rely on the kinect microphone, plus we might
be able to join games where split-screen coop is allowed along with online multiplayer.

Can't turn on PARTY CHAT

Sometimes it works and sometimes it doesn't.

We use Skype when it doesn't work.

To get the party chat to work:

- we all reboot our consoles (do not start any other apps/games when it boots up)

-one person starts a party but does not invite anyone

-the rest joins the party by going to the friends list choosing the friend and selects Join Party

-turn on party chat

Ive tested the following when it doesnt work:

-join existing party that has chat turned on

-turn on my party chat - unsuccessful

-ask host to turn off party chat

-turn on my party chat -success

-ask host to turn on party chat - unsuccessful

-turn off my party chat

- host turns on party chat - successful

 

Party Chat Not Working

Hey all,

Just signed up as I got my xbox one today. Loving it so far.

However has anyone figured Party chat yet? I can start a party and join the chat, but no one else in that party can.

additionally if i join a party I'm unable to join the chat and get the message "Party chat cannot be started at this time"

Any Ideas?

its got me absolutely stumped

 

This should be possible, as I think I was able to do it on the Xbox 360 and on the Xbox One with my brother in the past.

 

I am having trouble making this happen as well and have not been able to find any support for it. If someone could please post how to do this, it would be greatly appreciated.
