Party chat not working

Hello, I have been experiencing this problem for months and I have tried everything to see if it worked and I have given up basically cause I don't know how to fix it. My party chat on pc is not working at all and it happened right after I re-installed windows to fix my xbox app. It now is saying this "Something went wrong with the party, please try again later". It says this every time I join a party with my friends and then if I look at the party, it says I'm "connecting" and then it says this for my friends or whoever is in the party, "Disconnected". I even reinstalled windows again to see if it would work and it hasn't unless I did it wrong. Please help and thank you.
