Parking Garage under overpass

How do you get in there to get the special whiskey? It's currently locked. Someone told me you need to use smartglass to get into locked places. Hopefully i dont need to. I just want to get all the achievements. I don't understand why they do this.

Parking pass is on sale. 10 garage spots. Cause my garage was full.

 

Hidden Items: free armor

There's also body armor at the Vespucci Police Department (garage rooftop patio), and a shotgun at the Vespucci Police Car Parking (stairwell), and an SMG at the Del Perro Beach Pier (under the pier on the sand).

 

Just keep playing, sooner or later you will need to go to that storage area to pick up a bike if I remember correctly.

 

You should able to get all of the achievement with using the smartglass app. If the one you're talking about is the one I'm thinking of, you should get access to it when you have to pick up the car with the fuel. I've also found most of the locked areas
will open up for side missions, so don't pass on any of those.

 

Once you meet Torque, he gives you a side mission to get some bikes and a main mission to get his bike. This then allows you to enter the Storage Area. The collectible is straight ahead on the left as you enter behind a roller shutter which you can open.
