Thank you for bringing this issue to our attention. Was the family established on an Xbox One, Xbox 360 or Windows 10 device? We recommend checking the

family settings on the Microsoft website. The link will work best on a mobile device or computer. Make sure you are signed in to the parent account. We want to find out if the child account, the one you use, is associated with the parent account in a family.
Be sure to let us know the results!

Have you tried setting up a Child account? You can attach it to your account and setup parental controls to block the youtube app. There are even time restrictions you can setup. More information at the link below, the MS Family account has Windows and
Xbox One controls.

The first step to establishing family/parental controls is to create a family group with your Microsoft account at account.microsoft.com/family/. This will allow you to
add people and manage things like their screen time and purchasing ability across Xbox consoles and Windows 10 devices via either the website or Xbox Family Settings console app.

To differentiate between you and your child's control, I believe you both will need separate Microsoft accounts. Good luck!

The only way to currently restrict purchases is to block xbox live under the family setting as shown here:

support.xbox.com/.../xbox-live-parental-control

However if you do create a child account you can control the restrictions from your own account rather than directly taking control of the child account, which is also detailed on the link above.

You can stillrestrict your child’s account as you see fit in Windows.
