This problem apparently occurs because of the following:

Symptoms

Imagine the following scenario:

You have Internet Information Services (IIS) 7.0 or 7.5 installed on a computer that is running Windows Vista, Windows Server 2008, Windows 7, or Windows Server 2008 R2.

Configure authentication settings for a Web site in IIS to use only basic authentication.

Apply an Active Directory account lockout policy on this computer. Specifically, specify a non-zero value for the account lockouts threshold value.

You try to log in to the website by using invalid credentials.

In this scenario, you will receive the following error message sooner than expected:

HTTP Error 401.1 - Unauthorized

You do not have permission to view this directory or page with the supplied credentials.

For example, specify a value of "3" for the Account Lockouts Threshold Value. You then try to log in to the website twice using invalid credentials. You will then receive the following error message instead of receiving a third opportunity to provide correct credentials:

HTTP Error 401.1 - Unauthorized

You do not have permission to view this directory or page with the supplied credentials.

Cause

The issue occurs because the authentication module that supports basic authentication attempts to log in twice for each login. The basic authentication module first treats login credentials as with Unicode encoding. When Windows rejects such credentials, the basic authentication module tries again by processing the credentials as ASCII encoding. This causes two login errors for each login.

Solution

After you apply this hotfix, the basic authentication module compares the credentials provided in UTF-8 format and the local code page format. If there is no difference, the basic authentication module does not try a second time for a login login.

I am very sorry for the problem you are going through, with the intention of being able to help you I did an internal search on the Microsoft forum and found a publication by Gerardo C., an independent advisor, where he suggests the following steps to try to solve the problem:

Try resetting the Microsoft Store cache on your Windows:

1. Press the Windows + R keys on your keyboard to open the Run app.

2. Enter the command "WSReset.exe" without the quotes, and wait for the process to finish. You'll know it's finished when your Microsoft Store opens automatically and the command prompt closes. Please note that this may take a few minutes so be patient.

3. When the process is finished please restart your PC before trying anything.

4. Check if the problem persists.

It is not a problem related to DNS. The issue happens even on other devices and on different internet connections.

The issue is not related to the computer/device/browser that I am using. 3 different devices and internet web browsers were used.

This was obtained from the developer tools built in within the browser.





Could this be related? May it has some thing to do with Microsoft's single sign in?
