Packet Loss, please help

I went on vacation from Oct 17th to the 28th and turned off everything before I left. When I came back I had an xbox one update that it needed to download so it did and now I have about 12-13% packet loss. I've tried resetting the router (NetGear600)
with no luck, I've never had an issue with packet loss before and didn't change and setting in the router before this started, so the only
cause I can think of that would have effected it is this new update the xbox just released while I was on vacation. After NetGear wouldn't work I tried my old Belkin600 router and that didn't solve the issue either. My NAT is always Open and my
latency is usually around 110ms and upload speed is suppose to be around 23mbps and download around 2mbps but its not always that, sometimes it drops down to upload 10mbps and down 1mbps when packetloss is acting up. The packet loss sometimes says 0% but
as soon as a play a game online it starts jumping around every so often, then I go test my network again and it usually says 12-13% packet loss. Also it has packet loss even if im the only person on the internet. All of our other devices seem to work perfectly
fine, watching videos on a phone doesn't seem to have any issues. And an FYI my ISP is Time Warner Cable if that's relevant. If anyone else is having issues with packet loss since this new update or has any suggestions please let me know.

Any ideas what I can do about my packet loss and latency issues. Im getting my *** whooped on BF4... more than normal.

100% packet loss Help Please

I have barely bought a new xbox one s and xbox live and it work good but when I try to play online it won't let me and when I checked my multiplayer connection and it said that I had high packet loss and showed that it was at a 100% and so I tried restarting
my xbox and unplugging my modem for a few seconds and it still did not work so someone please help me.

 

Also I have a wired connection to xbox live not wireless. I've tried putting a new Ethernet cable in and that didn't work.

 

You could try it wireless , just to see...
