P4AU Color Pack Failure To Download

I am attempting to download the Additional Colors Full Pack for Persona 4 Arena Ultimax on Xbox 360.

When attempting, the system gives a notification that it cannot download. When the guide button is pressed on said notification, it simply says "Can't download this item."

My account region is USA

My location is Virginia, USA

I've been trying to get this to work since I purchased the content, about a week or so ago. Finally broke down and looked up some help, and it continues to fail. In the previous installment, Persona 4 Arena, a friend had a similar issue and said it fixed itself
after a week. The same hasn't happened here. It's only 108KB, as in that is just unlocks content already in the game. I've been able to recently download two complete games (Darksiders 2 and Anarchy Reigns) with no issues. The game itself, P4AU, downloaded
without issue, as well as two characters, Adachi and Marie. I had a short-lived and similar issue with Nagivation: Chie, where the download failed three times in a row before completing...

Unable to install Adachi DLC for Persona 4 Arena Ultimax.

The full glasses and color packs downloads don't work.

Persona 4 Arena Ultimax: Cannot Download DLC Music Unlock File

I recently purchased P4AU and was able to download it and all the additional characters DLC, P4A story, and BGM files except for one.

I am currently Unable to download/install "Additional BGM: P4A Arranged Pack #1", everything else installed fine.

The DLC shows in my download history, but trying to download it results in watching the download screen stuck at 0% or 1% progress (on a 104kb unlock file... SMH). After a bit, the download "times out" into a "Can't download Additional BGM: P4A 1" message.
I tried clearing system cache, marketplace cache, restarting, redownloading from purchase history, the game page on xbox marketplace, etc. all to no avail so far.

What is up with this?

They are aware of this and are working on a fix. Hopefully it will be repaired soon.

Yep I can't download Full Glasses, Full Colors, The free BGM #1, and the Update 1.30, Which I have had downloaded before, now I can't re-download them. Goes 1%, 0%, 1%, 0%, "Can't download -so and so content-" I had all this purchased and installed. I had
trouble with the full color pack, and I tried to delete all DLC in an attempt to make it work, but now I can't download the stuff I previously mentioned.
