Owned games not showing on new Xbox

Just set up new Xbox series X. Logged in with existing xbox account details but in 'owned games' Forza Horizon 5 is not showing. Tried to copy from xbox series one s but not worked. Tried to reinstall but still doesnt show in owned games. When download and open forza 5 all my progress is lost despite it all being saved to the cloud. Went back onto old xbox one s and logged in and saved progress now missing from there too. Is there anyway to retrieve this as had loads of add-ons and purchases in the game.
