Outer Worlds not available to download after purchase, help

no download option is available. it seems to think i didnt buy the game (it used to have a little pop-up saying i own the game now it doesnt show up and instead a button to buy the game again pops up) i have my receipt and order number to prove i did buy
it so i will see how it goes. definitely not going to risk blowing another 90$ to repurchase an already owned game. i went on the microsoft store on PC and it's the same problem as it was on the microsoft store through my xbox one. i only have one xbox live
account and i only play games on xbox so there is no way i could have accidently bought the pc version of the game as it was all purchased off my xbox one

• When signed into the account with the purchase, Are you able to download the game?
• Have you tried to install the content from a different device (log into PC or Xbox App)?

If you purchased a content or redeemed on an account, please take a moment to
view your Xbox purchase history online
to confirm the purchase on the appropriate account.

i ended up putting my reasoning for a refund in a different category, my title shows a brief summary of my issue so hopefully they see that and look past that the refund request was in a different category than what i am facing with. yeah it is very frustrating
when you think a multi-billion dollar company scammed you out of a digital copy of a 90$ game.

Check that your transaction has been carried out through the account you have, if so, call technical support to see what happens, and if you can verify the game from the Xbox Game Pass application and have it installed, it should appear there

Have you tried removing your account from you console then signing back in? Also do a soft reset by holding the power button in until the console turns off.
