Outer World on Game Pass PC can't load saves in offline mode

This is true for some games. Even if there is no multiplayer or online component some games require you to be online to play. That kind of decision is up to the game developer and there is nothing you can do unfortunately.

But the game doesn't require me to be online to play - it's happy to let me start a new game while offline.

It just won't let me load the previous save games that the XBox beta software has synced in the cloud, even though they are on the local drive.

The saves in outer world’s appear to be linked to microsoft cloud saves and
it wont recognize local saves offline. This is not a issue with our computers or our software, it is a widely recognized problem for anyone on PC trying to play the game offline. There likely needs to be an update or hotfix for
this specific game.

There seems to be some confusion over whether it has cloud saves as, whilst it's not list in the specs and whatnot, I see comments elsewhere pointing to cloud saves being enabled so no clue

same issue ... can't update any xbox game pass PC games....

have to uninstall /reinstall.

other apps (that are not xbox game pass) are uptated through store without any issue.

for microsoft: dead cells has no cloud saves through xbox live (working on outer world/gears 5..but not dead cells)
