    I am guessing the OP means "Open Country".

    I found a thread on Steam which is asking the same question and you have to do a certain mission first apparently or it glitches. This is the reply which I hope makes sense to you:

    "You can't until you do the mission it's after building up and save before that mission, it needs to be done a certain way or it glitchs"
