Original Xbox One - Games install but will not play

Hello, I am having a concern where none of my games will start whether digital or physical. For example I will put in the disc for Fallout 4, install it to internal storage and install the update, the
game will load the splash screen for about 5 seconds then return me to the main menu. This is the same case with downloaded content. Apps will work, movies will play and there are no error codes.

Things I have tried so far that have not fixed my concern;

Hard reset

Starting the games offline

Removing my profile and adding it again

Deleting save files

Complete uninstall and reinstall of game, attempting to play without updates and with updates

System reset, deleting all data

Using OSU1 to update console (May 2019)

Tried playing a Xbox 360 title, installed and has same concern

Verified the discs work on another console (also original Xbox One)

If anyone can help me with this concern it would be greatly appreciated!

Select digital games for Xbox 360 and the original Xbox work on Xbox One. The ones you own will appear in the Ready to Install section of your games & apps. Select the game to install it.
For disc-based games, insert the disc. If it's on the list, the game will download. You'll need to keep the disc in the drive to play.
Games for the original Xbox also work on Xbox One, but compatibility is one way: you can't play Xbox One games on Xbox 360 or the original Xbox.

Do you have an official Xbox HDD installed? You need this in order to play the original Xbox games that are supported. You can read all about playing Original Xbox games and which ones are supported here:

Concern was initially observed in Retail Mode, unable to say whether concern is related to the May 2019 Retail Update as I just purchased the unit last week and when it was started it updated. Concern is unrelated to Dev Mode or Insider although it is
still present on both and I submitted a problem report just for kicks. I may just have to wait until the June update at this point.

UPDATE - After downloading 10 or so more games I was able to get 1 title to work; Fallout Shelter.

Thank you very much for the reply! Yes, NAT is open. After finding Fallout Shelter would work (a very low graphics game) I am thinking this is either software or GPU related. I put my console in DEV mode and installed a program allowing me to switch between
D3D11 and D3D12, and interestingly enough things will work (through this program) on D3D11 but when the D3D12 driver is selected I am once again returned to the dashboard. Do you think there is any hope in a future software update addressing something like
this?
