@ngocphi even if that was the case, having different region and payment methods, which it is not, since like most of the other people that face the same problem my console's region matches my payment method, how can you explain that last month I was able
to download GOW 2 and 3 but was unable to download GOW 1? Is for some reason GOW 1 a more violent or more triple A title than 2 and 3?! Sounds to me like they don't know what's causing the problem and they don't seem eager to get it fixed, so they blame whatever
they can think of...

 

You mean gears 1 and 3

If you have a mismatched region you could only download gears 2 and judgement

Yes there was a rating warning on gears 3 and 1 chainsaw deaths

Germany doesn't allow games rated m or 18 to be advertising certain violent acts

No advertising means no sales

 

Also.means they are banned in Japan and china

Region locks are in placed due to differences in international laws

 

And sometimes distribution rights like certain songs can be limited to certain regions if a region doesn't have enough English speaking people it may not be worth paying millions for the distribution in that region

 

This is actually viewable in google

Banned video games and localizations of a game

One demographic won't always work in another region

Since we have vastly different laws in content per region

Violent games tend to be regionlocked like waw or halo one for religious reasons and the other for certain symbols on game

 

I am having the same problem. I could download all the other games this month and previous months But keep getting the "Your purchase cannot be completed at this time. Please try again." problem. Please fix.

First, please make sure your account's location and your physical location match. This is one of the main reasons users have issues purchasing 360 games from the website.

Second, if you have never owned a 360, then you will receive an error to make the purchase on your 360 first. This a security feature; if you have never touched an Xbox One with your account, it would say the same thing if you try to purchase Xbox One games

I am on holiday in Australia and I wanted to get this game for my return. I was able to download the other Xbox One and Xbox 360 games with gold this month from my location but kept getting the "Your purchase cannot be completed at this time. Please try
again." error on OF: Dragon Rising.

I just used a UK VPN and was able to purchase the game straight away.

How come I only had this problem with OF: Dragon Rising?
