Open NAT: But i cannot connect to parties or hear friends in game chat. XBOX ONE

I keep getting "due to network limitations you cant connect to party" error when trying to join parties and in game chat i cannot hear anybody. It just started this past week. I already called microsoft and there was nothing they could do. They said to contact
my ISP but nothing is wrong with internet, I have open NAT and public I IP, and port forwarding. Any solutions? I already did: MAC address clear, port forwarding, xbox hard reboot, xbox hard reset, and router reset with no luck.

I cant join any of my friends games, and NAT is open and manually forwarded ports.

My NAT is open and I forwarded the ports for xbox and I can join parties now but when ever I try to accept my friends game invite it says cannot connect to host for every game I can't join. Any help?

 

Can't join only one friend's party chats

Me and one of my friends cannot connect to each other via party chats or game invites. This only happens with this one friend. I can't seem to figure out why this is. We can both connect to our other friends just fine. We are both on wireless connections
and I have a open NAT type and he has a Open NAT type. Help me?

Things you have tried: Port forwarding, Resetting UpnP, Reboot on router and xbox, and hard reset on both, called microsoft no help from them

Is UPnP Enabled? Yes

Do you have a NAT error? no, I have an Open NAT

Any Error Codes you encounter: "due to network limitations you cant join party"

Who is your ISP?(Internet Service Provider): Time Warner, Managed by Korcett

 

To what device does your Belkin router terminates to? Modem, make and model?

Can you visit the Belkin website, to make sure your router (model number & hardware revision number) is up-to-date with the latest version for firmware.

 

router is up to date, and i do not have modem its plugs into wall, it is an apartment complex

 

Just to rule out the possibility, if your connection is behind a Large Scale NAT (LSN) architecture, could you access the web-uitlity interface of your Belkin router and see if you can find the WAN/Internet IP address, which is the address assigned by your
ISP.

Take a note of the WAN/Internet IP address and go to
http://checkip.dyndns.com/

Now, look at the 'Current IP Address' and let us know if this address match the WAN/Internet IP address that you see on your Belkin router.
