Only one account is able to access XBL.

Only one account on my Xbox is able to use XBL Gold, however when this user is signed in all the rest of the accounts have access to XBL Gold. I am currently unable to join parties or create them. This happened randomly last night when I was playing
online with a couple of my friends.

Not sure what your question is but there are a few things.

1. Xbox live can be shared by the owner on their home console - the user which allows this has the console you are playing on marked as home - therefore you can play everything they have bought and access XBL.

2. XBL is very sketchy if you are using it to access multiple games with the same XBL account. For example, if you have a home console and a shared console, both using the same XBL account, parties and matchmaking may be affected in some games - Destiny
is certainly one which comes to mind as one that is heavily affected by this.

3. Sometimes parties just...dont...work. next time try powering down completely, pulling the plug for 30 seconds and restarting. I have a lot of success doing that.

Hello,

To ensure that all accounts on the Xbox are able to access Gold, please ensure that your account associated with the Xbox Live Gold membership is the account that has the xbox set to "My home xbox", this will then have it set as gold for the entire xbox.
If another account is set as the home xbox, it will require the account with gold to be signed in for others to access the gold subscription.

When an account is permanently banned from XBL it is no longer allowed to access XBL, that would include the Marketplace. If you want to be able to download any content from XBL you will have to create a new account.

What region did you select when you created your account? If it was Canada then you need to contact phone support and have them begin an Unauthorized Access Investigation. If it was South Africa then the only way to get a Canadian
account is to create one. Just an fyi creating an account for a region you do not live in would be a violation of the XBL Terms of Service and would also limit the content/features you are able to access.

I am assuming your account is a Canadian one, correct? If so then you will need to go back to Canada to re-download the map pack onto your new console. Or you will need to buy it again with a US XBL account.
That is how region locked content works. In order for you to be able to access it you will need to physically be in the account region. If you leave your XBL account region then your access
to that content may be limited or denied.
