If you have proof, you can send a report to Microsoft support. If you have no actual proof, though, a report won't do anything. Your ISP will also be largely unable to do anything since most DOS attacks just
appear as regular traffic to an ISP. They also generally don't have the funds to monitor every user's traffic thoroughly enough to see things like DOS attacks even if they don't appear to be just regular traffic.

I suggest unplugging your modem for about 10-15 minutes then plugging it back in. If that doesn't work then contact your ISP and request an IP change and explain the situation.

After all of that, stop joining parties with people you don't know unless you trust them.

I found out what happened, the hack scrambles your Xbox ip address and and other stuff so I fixed it by disconnecting my Xbox from my Internet and restarting my modem and it started to work again
