One achievement not unlocking

I have completed the requirements for the achievement 'Keys to the past' (Unlocked all 164 of the memory boxes). Missions completed are at 114/114 too. But my achievements says it is 98% completed. As a test I read 163 of the memory boxes and that achievement
is at 99% complete. I have replayed all of the post finale missions and some others. No effect. I tried closing the game, signing out on my Xbox One, and signing back in on my PC (to resync the data). No effect. I tried the fix for achievements that say Done.
Unlocking! just in case. No effect.

I am not sure what to do at the moment. Any ideas?

Problems with progression in achievements

xbox one crimson dragon achievements wont unlock

There was an issue recently where achievements weren't unlocking correctly. This has been fixed, but achievements could take a couple days to finally post to your account. Please see the following article that Game Informer quoted Xbox Live's Operations
Architect.

To add to this. Since I posted this thread. I made another character and cleared the entire game again. 164/164 memory boxes. Achievement progress did not move from 98%. I went back to my 1st character and read the last memory box I left unread and the achievement
for reading all of the memory boxes unlocked. So I know I have them all. This achievement is bugged.

I'm sorry to see any achievement issues. It sounds like you've already done all the troubleshooting listed in our

Achievement Sticky. Unfortunately, if the troubleshooting doesn't work, you will need to submit a survey through the link at the bottom of sticky. This survey is sent to the team that investigates issues with achievements, and looks at a bigger picture
of if an achievement is bugged or if there are service issues.

Note: This will not fix individual achievements, but will give an overarching idea of if there are any major issues with achievements.
