On Win10, Some Free DLC Missing

So I bought Fable 3 on PC quite a while ago, back when it was still available on Steam. I already owned and completed it for the 360 when it was new, but my 360 isn't hooked up anymore, so I got it and Anniversary on sale at one point, since I get nostalgic
for Fable every so often.

Anyway, I got that hankering a couple months back, so installed Fable 3 on my computer, which is on Windows 10. I soon learned there were some pretty significant problems with the game's continued use of the defunct Games for Windows Live system, but was
able to get the base game running after some searching online. I soon discovered that a recurring problem with the replacement Marketplace server was preventing anyone from accessing any of the game's bundled DLC (the edition I'd purchased included all the
paid DLCs, as well as most of the non-preorder-bonus free ones). In the course of trying to get these working, I registered the paid-DLC product ID codes that Steam provided on XBox.com, and I found a thread on this forum where others had been having similar
issues with the GFWLM in general. After a while a support person posted that the problem should be resolved, and I found that GFWLM was indeed now properly connecting to my XBL account, and I was able to get the paid DLCs unlocked in my game. At this point,
SOME of the free DLCs also began to work, but others did not. Specifically, the Free Weapons pack (Bloodstone Budgeon and Gusket's Musket), the Yule Hat, and the Dog Breeds pack (pink and white Poodle, Alsatian, and Doberman) all work.

But I'm also supposed to be able to access the Highlander outfits and tattoo set, the extra Dye pack, the extra Hair Styles pack, the Red Setter dog potion, and the 5-Star dog potion. None of these ever become available as far as I can tell. While waiting
for a further response in that other thread over the past nearly-3 weeks, I have since completed the main story for the game along with the Understone side quest and the vast majority of the rest of the content - only stuff that is bundled with Traitor's Keep
is undone. I even started a new game just to see if there was some sort of glitch with the unlocking process, since I was several hours into the game by the time the Marketplace was working again. As I recall from my original playthrough of the game on the
360, the Highlander gear, Dyes, and Hairstyles should all become available as soon as the Wardrobe is unlocked in the Sanctuary, just as the free weapons unlock once you are able to access their respective portions of the Armory. And, indeed, when I was departing
the Dweller camp for the first time on this test playthrough, I did see the +[gift] symbol appear on the screen several times, which is how the other DLC items had all arrived. But when I went to the Sanctuary to look, no gifts had actually spawned on the
gift table. I continued playing through the first quest in Brightwall, where you go under the Academy and acquire your melee and ranged weapons, and, again, the free weapons unlocked at the appropriate moment, but nothing else did.

In order to get the game running in the first place (once I updated GFWL manually, since the copy that installs with the game does not work at all, and prevents the game from even running) I had to register the product key for the core game during my initial
log-in. I mention this because, while I can run the game fine, and GFWLM has my registration of the paid-DLC product codes I put into XBox.com, it does NOT have the product ID I registered while installing the game recorded on my account. I am credited with
a copy of all 3 paid DLC codes to my account, but not the core game itself, and none of the free DLCs, which I gather from at least some sources are supposed to list separately. I have tried to input this code onto XBox.com as well, but it is considered already
in use due to my entering it to register during install, and won't work. I don't know if this is the reason why those free DLCs don't work or not, but it seems at least possible.

I tried several times to get an answer on that general GFWLM support thread without success over the last couple of weeks, so I thought I'd try here as well. Can someone from Microsoft PLEASE address this for me? Or, if another user has a solution, I'd
love to hear it.

Is it possible that he's missing some free dlc that might be making him drop from matches?

 

Rest of the Characters?

Update: Some of the missing characters recently got added in as dlc, but you have to pay for them. Could you please make them free?
